It also traces the early political development of women’s refuges in Victoria and how the refuge workers manage to support the residents and at the same time negotiate with the government and the bureaucrats for the necessary funding to keep the refuge open and functioning. During this exacting time, one of the paid workers, Agnes, falls in love with Mardi and comes out as a lesbian.
